The Budget and Finance Division plays a key role in the delivery of the State Budget, and monitors and helps to manage financial and operational performance by Departments. We also provide advice on departmental and agency reviews and provide Budget advice to Cabinet and Cabinet sub-committees.  

The Budget and Finance Division brings together people with financial management, policy advice and program oversight skills to provide timely and high-quality budget and spending advice. We work to deliver value for money and improved outcomes for Victorians.

The Portfolio Analysis Group (PA) provides advice on resource allocation to the Treasurer on a range of issues. PA is the first point of contact with DTF for all departments in relation to budget submissions, finance issues and performance reporting. PA provides expertise on policy and programs and monitors departmental performance – both financial and service delivery – and promotes sound financial management of the state’s fiscal resources more broadly. PA provides advice to departments on financial management and undertakes financial analysis and reporting to support decision making. 

About the Role

This role plays a key part in contributing to policy formulation and development of budget and financial analysis and advice, contributing to the compilation of relevant financial and performance reports and guiding departments in the application of budget policy. The role requires an ability to think critically, constructively challenge processes and identify opportunities for improvement, communicate with key stakeholders and assist with the management of processes to meet strict timelines.    

Key Accountabilities

Analysis, Innovation and Improvement

• Apply high-level knowledge of accounting, finance and public sector budgeting to provide authoritative advice on the financial implications of government decisions, including undertaking complex financial analysis, interpreting financial statements, and identifying key financial risks, trends and strategic issues.

Leadership and Teamwork

• Take responsibility for leading the coordination and delivery of complex work programs and priority tasks, ensuring outputs are delivered to a high standard, within tight timeframes, and in collaboration with teams across Portfolio Analysis, the Division and the Department.

Stakeholders and Influence

• Build, manage and sustain effective working relationships with key stakeholders across the Department, central agencies and portfolio agencies, using sound judgement, credibility and professionalism to support collaboration and delivery of shared outcomes.

About You

• Demonstrate a record of achievement in the provision of strategic advice to senior management or government on resource management and allocation. Demonstrates an ability to apply expertise to non-routine or complex data, resulting in establishing high quality options or alternatives and recommendations.
• Demonstrated ability to analyse complex budget and financial data, including the development and evaluation of budget costings, with strong excel skills.
• High-level analytical and problem-solving skills, with a strong understanding of government policy, resource allocation principles, government budget and financial frameworks and the identification and management of risks.
• Demonstrate strong interpersonal and leadership skills to proactively manage the development of relationships with key internal and external stakeholders, teams across the Division and Department often in a challenging environment, and to work collaboratively as part of a team to plan and manage priorities in a dynamic and fast paced environment.
• Proven ability to negotiate and influence others to achieve strategic objectives and high-level capability in building productive relationships with clients and other stakeholders at both a technical and business level.

Mandatory requirements

• The successful candidate will have a strong background and experience in the provision of advice to senior management or other stakeholders in the following areas:
• The development of policy options, demonstrating an understanding of the direct and indirect impacts of various courses of action on resource allocation and other areas of business; and/or,
• The analysis of budget and financial management issues, including monitoring and assessment of consolidated financial performance, evaluation and development of costings, position, outlook and risks in complex organisations; and/or,
• The management of complex relationships with business partners or stakeholders to achieve common solutions.

Experience and/or expertise in portfolio issues across government such as health, human services, justice, education, transport, economic development and environment would be viewed favourably.

A relevant accounting, financial, economic or public policy qualification would be highly regarded.
