The Infrastructure Division
The goal of the division is to strengthen the advice we provide to Government as it delivers its significant infrastructure pipeline and make it easier for our stakeholders to engage with DTF. Unifying financial, commercial and technical advice positions the division to address the evolving needs of Government, as well as supporting a more rigorous and innovative approach to state infrastructure; through:
- leveraging the unique position to integrate advice by combining the financial, commercial and technical aspects of infrastructure delivery
- combining resources to keep pace with growth in the Government’s infrastructure program
- having clear contact points for stakeholders in departments, delivery agencies and industry
- better supporting Government and stakeholders with insights on whole of government pipeline risks and opportunities
The Data & Analytics Group
The Data & Analytics Group’s purpose is to support excellence in infrastructure delivery through data-driven insights and system-wide and whole-of-portfolio analysis.
This is achieved by:
- Leading reporting on the performance of Victoria’s major infrastructure projects.
- Publishing external facing dashboards including the BP4 capital projects dashboard and the Victorian infrastructure pipeline.
- Forecasting and analysis of system-wide issues such as escalation, project costs and risks.
- Creating new data platforms and enhancing internal systems for infrastructure project data collation and storage.
The Group works collaboratively across government and delivery agencies.
About the Role
Reporting to the Director, Data & Analytics, the successful candidate will lead a team of data analysts to deliver on a range of high priority analytical and business improvement projects within the Group. The position will play a key role in generating current and emerging insights on the infrastructure sector and identify and lead process improvement initiatives to support the generation of new insights across the broader Department.
Key Accountabilities
- Lead a team to deliver on high profile areas of work with limited oversight, displaying strong decision making and management skills.
- Provide leadership in undertaking data and statistical analysis to support the delivery of DTF’s key strategic projects and analytical outputs to senior executives, the Treasury Secretary and Treasurer relating to the infrastructure portfolio.
- Maintain a comprehensive understanding of current and emerging system-wide issues impacting infrastructure projects.
- Support, mentor and develop junior members of staff and proactively manage their continuous professional development to ensure the capability of the group.
- Promote the use of excellent data visualisation and analysis to embed the use and demand for interactive data and high-quality dashboard reporting.
- Work with stakeholders across the Division, Department and wider Victorian government to generate and share new insights, as well translate business challenges into data-driven solutions.
- Be responsible for the quality of DTF’s data held across its systems and oversee a process of continuous improvement, including adoption of AI.
- Proactively disseminate outputs and ensure portfolio analysis is relevant to a range of Victorian State Government Departments.
About You
We are seeking applicants who have demonstrated experience from the following criteria:
- The ability to lead a team to undertake complex data analysis for key projects supporting the successful delivery of major infrastructure projects in Victoria.
- Proven record in managing and developing high-performing teams to deliver outputs on time and to the highest quality, while fostering a collaborative and results-focused culture.
- Present complex concepts ideas and issues in a clear and timely manner, with appropriate data visualisation and analytical techniques where appropriate.
- Strong written and verbal communication skills with experience in writing clear, succinct briefs and reports.
- Excellent interpersonal skills, including a demonstrated ability to build relationships and work productively with a diverse range of internal and external stakeholders, including working to senior executives.
- The ability to work flexibly across analytical disciplines (e.g. economics, project management, statistics, data science) and across a wide range of high-profile projects.
