The Essential Services Commission is Victoria’s independent economic regulator of essential services supplied by a range of industries. The commission’s functions include:

  • making regulatory decisions with respect to prescribed industries (including price determinations, licensing, customer protection and access disputes).
  • undertaking reviews and providing advice to Ministers on a range of economic and regulatory matters.
  • administering the Victorian Energy Upgrades program.

 

About the role

 

The Senior Analyst plays a key role in delivering high-quality economic regulation outcomes for the commission. With a strong understanding of regulatory and economic frameworks, the role provides leadership and expertise across major projects within the division.

With a growing and dynamic work program, this position is well suited to someone who enjoys working across a range of tasks and teams, can adapt to shifting priorities, and brings excellent written and verbal communication skills.

The Senior Analyst is responsible for providing authoritative advice and evidence-based recommendations grounded in a strong understanding of the regulatory frameworks applying to regulated entities. The role also involves building and maintaining effective stakeholder relationships, engaging and negotiating to achieve outcomes in the long-term interests of Victorians, and leading or contributing to major projects and stakeholder engagement activities.

This is an ongoing position. The work location for this position is 570 Bourke Street, Melbourne with hybrid work arrangements available.

 

Key accountabilities

  • Lead, plan and deliver economic regulatory projects and tasks, including the preparation and publication of commission papers and decisions
  • Undertake research and analysis to provide advice on economic regulatory matters, including on technical economic regulatory issues
  • Provide strategic advice to senior management and commissioners to inform regulatory decisions, including through written and verbal briefings
  • Plan for and undertake consultation with stakeholders including regulated industry participants, consumer representatives, other regulators and government agencies
  • Undertake other duties in the division or other parts of the commission as requested.
